HB not working anymore

So I'm having this Problem which occured quite often in the last time but now it doesn't work at all anymore.

I'm from germany and I use the cyberghost proxy and somehow changing the proxy server sometimes got rid of my issue but now nothing seems to help.

Any suggestions?
